You have a pop up stopper on Internet Explorer.  Go to "Tools" and turn on Pop Up Blocker.  You can choose the settings and block all pop ups.

Find my thread "Cookies (computer not chocolate) and go to the site mentioned. It will sort you out, helped me.
 the icon you want to clear these on your brouser is top right  below the red cross.( mine is 3 rows of lines)
