Woolly Black Fur

Molo's black patches are going woolly   :(

I've never clipped him and he's not neutered, so can anyone suggest why, and what I can do about it?

I think he has finally lost all his puppy coat (hes 13 months old now) and most of his coat is nice and shiny and flat - he has two or three big black patches and parts of these are definitely 'woolly' - its also slightly 'brown' in colour, as if its dead fur; but I have tried stripping it by hand and with a comb with an eleastic band in, and I can't shift it, it seems to be still really well rooted  <_<

HELP! - I had hoped not to have him clipped....... :(

Sophie has brown bits on her undercoat but i have found that it is dead hair and needs stripping so today i have been trying to get it out with a sprats comb. It looks much better than it was but i still need to have another go :) Where abouts are the wooly bits because i would just leave it till it is ready to come out. Sophie is 12 months and still has fur to come out :)
