By skinny, do you mean that you can see the ribs or just that it's not as chunky as a lot of puppies that age normally are? The puppy could be naturally small - my bitch was tiny and weighed less than 9kg at 3 years old, my 4 month old pup was taller and heavier than her.

could they just be a small cocker - Wilf was quite a small skinny cocker at that age and I remember there was another cocker in his puppy class who was double his height and size at that age.

My Freya is a tiny cocker and was skin and bones until she went onto adult food at 6 months

I met a friend with her 5 month old sprocker today and my first reaction was that she seemed terrible thin. Then as I stroked her and fussed her a bit I realised that she is just at that leggy/skinny stage that spaniels seem to go through (my two both did too). As long as the puppy is happy and bright eyed it's probably fine, but do keep an eye out to check it doesn't get any thinner and that it seems happy overall.

Doesn't sound very good. I hope the wee pup is okay and not maltreated. Hate to think of an animal being in that situation x

Maybe next time you see her you could strike up a friendly conversation so you could find out a little more or even give some gentle advice

Could you possibly offer to help with pup?  Maybe even take a photo of cute puppy to keep a check.  Good luck not an easy position for you.

Freya was done at 6 months before her first season, lots of vets recommend that now  :-\

Coco was too  ;)

At least they are responsible enough to get her neutered  :-\

Jeff was done at 5 months - earlier than ideal but at least they were prepared to invest in her being spayed (it's not cheap for a female).

Gemmah20, you don't mention whether any one else in your neighbourhood also has concerns for this "skinny" cocker spaniel, if so, that to me would mean that there is genuine concern for this pups welfare. Try to find out if the owner is genuinely not coping well and is serious about finding pup a new home, better a new home than a pup being neglected for whatever the owners reason.
