Anyone explain behaviour please

Dusty is nor speyed or mated.  When she is stroked down her back she always puts her tail to one side as if ready for mating.  Any ideas why she would do this?  Do others?

Beau was a neutered male but often did this.  You could also completely change his tail direction by moving your hand to one side or the other while stroking him.
