Working cockers wil be calm in the house to an extent IF and only IF they have enough exercise and stimulation elsewhere  ;) What you're proposing would be fine for my Gizmo, but for my Ex's dog, it'd go crazy, funnily enough her coat is less managable too.
You may find that building a relationship with a breeder will help but it's so difficult to say how a dog will turn out from a puppy to adulthood.

I'd bi asking myself the question, what would I do worse case? i.e. If they are noisy what's the solution, how will if cope if they need more exercise, what will I do about grooming if it needs be done etc. If all you can offer as a maxium is as you've described it's a big gamble to take on a w. cocker but if you could adapt then I think you'd be fine.
