Working cockers wil be calm in the house to an extent IF and only IF they have enough exercise and stimulation elsewhere
What you're proposing would be fine for my Gizmo, but for my Ex's dog, it'd go crazy, funnily enough her coat is less managable too.
You may find that building a relationship with a breeder will help but it's so difficult to say how a dog will turn out from a puppy to adulthood.
I'd bi asking myself the question, what would I do worse case? i.e. If they are noisy what's the solution, how will if cope if they need more exercise, what will I do about grooming if it needs be done etc. If all you can offer as a maxium is as you've described it's a big gamble to take on a w. cocker but if you could adapt then I think you'd be fine.
