I think the best way of shopping for insurance is to decide what cover you want before you start looking, and then find a policy to suit you
Premiums will change from year to year no matter which policy you take out, and even if you have not made a claim, if you decide to change policies after a year or two, it is likely that you will be subject to exclusions on any new policy
IMO, the cover offered is a more important a consideration that initial price........and this does vary hugely from policy to policy
For example, some policies exclude pre-op blood tests , some will not cover any veterinary treatment if your dog is not vaccinated, others will exclude behavioural referrals
Some offer more extras than others, too, and if you have a lot of dogs, multi-policy discounts are also available
