It was something I hadn't thought about until I met the little Cocker yesterday, but I think as long as the breeder isn't actually selling the dog, then it is still considered a rescue dog.
Ex show or breeding dogs re-homed by a breeder are not rescues
They are being re-homed carefully by the breeder or owner for a variety of reasons, new owners are vetted in the same way as a new puppy owner would be, lets assume we are talking about reputable caring breeders here
Dogs are rarely " given away " and a nominal charge is made, same as rescue centers do
Approaching breeders is a good idea Rebbecca at least you can get a good idea of how the dog has been looked after, their likes and dislikes and most good breeders are only too happy to offer support and advice.
