Walking - crying

Hi,

We have two dogs, Bracken (cocker) and Jasmine (Lab x), if we walk Bracken on her own she is an absolute angel. Again if she is in front she is really well behaved.The problem we have is if Jasmine is ahead or we have to stop at the roadside she starts crying. I have tried distracting with treats but she isn't really interested in them. We tried walking the dogs on different sides of the road the other day and Bracken just cried as she wanted to be with Jasmine.

Does anyone have any tips? I'm going to continue trying to distract with treats and work on training with her at home, but just wondered if anyone had any similar experiences.
