Title: best way to introduce Rosie to other dogs

Rosie loves everyone and everyone loves her but dogs are a different story which is odd as the breeder took great pains to get her used to other dogs and she lived with several other dogs we met a man with a lovely friendly jack russell and Rosie barked a little and then backed up after some her back up him back up her barking a little they met in the middle sniffed noses and then all was well but i was just wondering is she over frightened of other dogs? and what is the best way to introduce her to other dogs???
