Is the shout box working? I get the following message,

Sorry, your account does not have access to submit information

No me neither - I tried to submit a "ticket" for support, and I'm not allowed to do that, either   :-\

Can someone explain how a shoutbox works/what its for?? Thanks :)

I've put a message on the Shout Box to let people know it's not working atm ;)
