Smartie does like to drag behind when it's raining alot. She gives me the "are you serious" look!!
I forgot to add that even though Duggie and Tia love to go out for a good off lead walk in all weathers, they won't go out in to the garden for a pee in the rain, they take one look out of the door and go back inside! 
Smartie will wait until she's bursting too!! Most of the time she refuses to go out the door!! Chops on the other hand doesn't seem to even notice the weather!
