Is this noise polution?

Cassie our sprocker is now 12 she has always been lets say vocal ~the usual when excited ,when postman comes ,when someone walks by~etc now next door ,who have 2 dogs and have always allowed them to poo on some grass outside our house, are cross cos we have flagged the grass area so their dogs have nowhere to poo(they never picked the poo up even when we got the dog warden to put a no fouling sign up)well today the chap confronted my husband and got on to Cassie barking ALL the time when we are out ~I know for a fact she does not OH works shifts so he is here for 14 days out of 28 and 7 of those he is on nights and when i come home for lunch they are as quiet as mice~plus i think Cas is going a bit deaf so she is not hearing every thing so not barking as much But he said he is going to report us I am so upset do you think anything could happen ?our girls are so well cared for and our life ~she never barks in the night like next doors two.
Sorry for rambling but it has only taken them 12 years to report us i think its retaliation to the poo episode.Its so upsetting

easiest thing to do is to record her to see if she is making a fuss and that way you have proof that she isn't to back your claim.  You could also ask other neighbours if they could keep an ear out for you, its a little difficult asking neighbours sometimes because noise carries and more often than not a dog you think is next door could quite easily be two streets over.

Second thing to do is to get in touch with the dog warden and ask their advice, explain the situation ie your older dog, reassure them that they are making excessive noise and reiterate the problems that you have had with the neighbour and his dog poos.  I found our local dog warden was very sympathetic and gave some very sound advice.

If he has two dogs himself doesn't he hear his own barking?

Try not to worry  you might also find it helpful to have a look on your Council's website under environmental health as well.  It should explain on there what they class as noise pollution and how this is assessed.    If you have more information that could take the worry out of it for you.  Shame your neighbours don't keep their own dogs in check (not the dogs fault of course) - people in glass houses springs to mind. Thanks have asked around and Cassie is definitely not barking when we are out ~2 people who walk by our house regularly are going to stand up for us if need be ~it is definitely revenge on their part but doesn't stop us worrying ~thanks to you both for your advice and support .

I still think you should try to have the first "shot" by contacting the dog warden or something.
