Hand Stripping + Product Question

Rio's fur has become really fuzzy over recent months. The fuzzy fur has always come out with a very gentle pull. However, this evening I tried to get rid of the fluff on her legs and it wouldn't come out. Will there become a point where it doesn't come out? She is 5yrs old, speyed when she was 2yrs.

Also, is there the canine equivalent of frizz-eze?! A product to calm the fluffyness?!
