How Do I Get An Avatar Pic And Put Attachments In

hi i've been trying for ages to put an avatar pic next to my name but every time i try this it comes uo saying pic is too large for it , what do i io?
also how do you add an attachment pic at end of post there is noting saying attachments on the post new topic screen if anyone can help i would appreciate it

what i did was to compress the picture, i have done this with all my other piccies
