Hi Sarah.. I think you have to wait until the dog has reached maturity but i'm not 100% on that as Billy is 2 so i didn't look into how young they can be.

Like castration (in dogs and humans  ) it doesn't stop some dogs being interested in bitches in season and i've even heard of some still tieing even after being castrated, it just stops the risk of pregnancy
