Alfie's half sister who is black and white ticked has a small patch of liver fur, I can't remember exactly where but I think it's on the underside of her jaw, this means that she carries a liver gene. However, Alfie is a light blue roan and he has a patch of colouring around his mouth the same as that in your photo of Jade but it's not 'genuine' liver or tan fur, it's definitely staining. He also has the same thing between the pads of his feet and again it's staining. It's not the same as the liver patch that his sis has.
It looks like the sort of staining you often see around lighter shaded particolours' mouths - I don't think this is a tan marking but either way it won't make any difference to Jade's blue roan colour
