If you look at the ingredients of Bakers dog food you will see that "various sugars" are usually the 4th or 5th ingredient listed, which explains the bad breath and poor dental health of the other dog.
If you don't want to change the brand food your dog is on then I would suggest brushing the dog's teeth more often, giving it an enzyme additive to the water to help with oral hygiene, or giving it recreational bones or organic chewy treats (bull pizzles, tendons, etc) to aid with cleaning of the teeth and gums.
