Even so, I'm afraid I wouldn't tolerate any growling or snarling - it will help if you put Cooper on a table/raised surface to administer ear drops as dogs generally feel less confident about misbehaving when they're "up in the air". Be firm with him - make it clear that you won't permit growling & only reward him when the job is done. If you try to bribe him with treats while you are putting the drops in, then you are inadvertently rewarding him for bad behaviour so it's best not to do this.
