Howling! A question for a friend!

Hi, im posting this for a friend who has no internet accress until next week! She is the proud owner of Norris a 7 month old b&w show type cocker!
She has recently discovered that when she is out of the house Norris is whinning and progressing to the normal cocker whooo whooo! The main problem is she is in a downstairs flat and her upstairs neighbour has already complained about another dog so Vicky is very worried.
It isnt that he is left on his own for very long either and he is crying from about just and hour after she leaves.
I have tried reasearching other posts but cant find any advice for this so specific problem. Can you help PLEASE!
I have told her about giving stuffed toys etc to keep him occupied but is there anything else?

Raio or tv on? loads of toys/treats hidden around for him to hunt out. toys and treats stuffed into  abox with newspaper etc in aswell. I would assume it would be the same as a pup with seperation anxiety   :-\
