I have a major problem with my dell 1720 laptop.  It was installing a windows update and did not close down so i closed it down and when restarted it was just a white screen with nothing on it.  I restarted in safe mode but it appears to not be the original settings and will not let me system restore.  It has not been backed up and is not letting me back up, it also can not find any networks also all services have been disabled.  I would be grateful if anyone has any advice as i have tried various things from searches on the net but none of these have worked.

When you start up does it give you the option of starting 'normally' etc., cant you opt for last known good configuration?  I have seen it when I used to have a Vista Computer.......have Windows 7 now so can't remember how to get to that option
