Disgusting Thing To Do

Help
Webster has a new thing to do when out walking and he finds another dogs usuallly foul smelling pooh he decides to roll in it, not a good idea first thing in the morning when I still have to get myself ready for work. Is this normal? why does he do it? and how do I stop him?
