Light backs leg matting..

This is probably wee wee related  .  Holly has ever such a tiny bit of matting on her back legs and I wanted to in what you do?  Is this related to the private fluff clipping?   Should I use wet wipes for the mo hem she goes to the loo is that a bit silly?   
Am such a novice!!!!
