Title: Why can't I use smileys??

Something weird is happening to me on here.

For weeks now I have had trouble posting. I've since got a new laptop and had internet etc newly installed but am still having problems.
Tonight I have another problem in that it won't allow me to use smilleys.  I have tried logging out and logging back in but it wouldn't let me log out. Took about 5 attempts before it let me do it.

Any suggestions?? I've had a look at my profile/settings but can't see anything. It's hard to post when you can't use smileys. The written words look so harsh!
