Which part of the forum do I need to post ?

Scratching head here, I've a new topic to post in asking for help in direction to find a fully/part trained cocker 1-3 years old. Which board should I post on ?

Do you mean a rescue dog? If so, it can go on the Rescue board. If you mean a dog from a breeder/trainer, then the General board like Colin says but remember to ask anyone to contact you privately with breeder info.
