Whenever a dog I do not know comes towards us I put my dog's on a lead, one it controls my dogs and it gives a message that I have young dogs and I am unsure of their behaviour. I do the same if we see a cyclists or joggers, or kids. When they have gone I let my boys go.

I feel that is only considerate behaviour, you are right.
