Have you thought of contacting your MP and ask the question why there are no bins in your area, I'm sure yours as every other council would not wish to encourage litter and waste in their borough.

a lot of councils are removing bins in lots of areas as it costs money to empty them - in may ways I would also rather they spent money elsewhere even though I don't like to carry a full bag with me
on our park we (Friends group) bought a metal bin, chained it to the fence (council OK'd this) and have it placed near the far gate of the park so they can empty it from the road. Also if they are bins specific for dog mess then its more expensive for them to empty them than general bins as they have to specifically treat these bins - may be request a general bin if this is the case.
I think since the recession we have to also look at how we can help ourselves with small things rather than suggesting/expecting the council do everything (volunteers also litterpick our park regularly, mostly its dog walkers who do this).
