does a breeder who shows and whose dogs win in shows, mean they are a good rep. breeder.is it a good indication?

It can be a good sign but not necessarily - you would still have to ask the normal questions you should ask of any breeder. As with any other cross-section of people, there are always a few rotten apples in the barrel so you can't assume because someone shows they are reputable (although most are of course :D)
