I would never use wood shavings or sawdust for puppies - I'm surprised that some breeders still use this kind of bedding when modern alternatives are so much better. Wood shavings are easily eaten by curious puppies and can also get in eyes, causing irritation. You should have no need of a flea repellant really as if adult dogs are all kept flea-free, then pups will also have no fleas troubling them
